Paphos International Airport: Use the public bus, not the €45-minimum airport taxi unless you arrive late or have a group. Route 612 runs along the coast via Kato Paphos/harbour toward Tombs of the Kings; Route 613 goes to Karavella Bus Station for the Old Town. Allow roughly 30–40 minutes and pay €2 by day (€3 after 21:00). Choose 612 for the resort strip and archaeological sites, 613 for the upper town.
Larnaca International Airport: Larnaca is viable only if the flight is substantially better. For two or more people, rent a car at the airport and drive to Paphos in about 1 hour 45 minutes to 2 hours; expect roughly €30–70 per day before fuel/insurance, varying sharply by season. Public transport means changing via Limassol and is a long, awkward 3-plus-hour exercise with luggage; it is not the clever budget shortcut.
